Government SME procurement targets: what suppliers should do before September 2026
Government targets can signal intent. They do not make an individual opportunity suitable, winnable or profitable.Central government departments are required to set direct SME-spend targets and publish annual progress. The first reporting milestone for 2025/26 is 30 September 2026. For suppliers, the useful response is better preparation—not assuming a target creates an entitlement to work.
What the policy actually says
Procurement Policy Note 001 requires in-scope central government organisations to set three-year targets for direct spend with SMEs and publish progress annually. The published guidance sets 30 September 2026 as the reporting date for the 2025/26 financial year.
The policy is intended to give SMEs a fairer opportunity to participate. It does not change the need to meet every procurement's eligibility, compliance, evaluation and commercial requirements.
Five actions suppliers can control

Define your fit: Write down the services, regions, contract sizes and delivery models your business can support profitably. A broad “we can do anything” position makes opportunity qualification weaker.

Prepare verifiable evidence: Maintain current case studies, measurable outcomes, policies, certificates and references. Record who owns each item and when it must be reviewed.

Watch the pipeline early: Use Find a Tender and relevant buyer pipelines to identify likely demand before a response deadline. Early visibility creates time for partnerships, clarification and internal approval.

Apply a bid/no-bid test: Check eligibility, strategic fit, commercial value, delivery capacity, evidence strength and likely competition before committing writing time.

Measure the opportunity—not the headline: Treat published targets and spend figures as market context. Judge each notice against its actual requirements, evaluation method and economics.
