WHY ORDINARY PROOFREADING IS NOT ENOUGH

Review the substance before polishing the prose.

The UK government’s supplier guidance says bids often fail because they do not answer the specific question, cover the full specification, provide enough detail or evidence competencies. Its checking guidance also asks whether the response explains both the “how” and the “what”, uses the word count effectively and remains consistent across questions.

That creates two different review jobs. The first tests whether the submission is administratively compliant. The second tests whether each scored answer gives the evaluator enough specific, relevant and verifiable material to award the available marks.

THE 12-POINT CHECKLIST

Work through each control against the real tender.

    Every instruction and sub-question is answered explicitly—not left for the evaluator to infer.

    Scoring alignment

    The response gives proportionate space to the published weighting and highest-score descriptors.

    Specific method

    The answer explains what will happen, who owns it, when it happens and how it is controlled.

    Relevant evidence

    Important claims name a comparable example, measured outcome and source the business can verify.

    Buyer relevance

    Benefits connect to this authority, service users, geography, timetable and contract—not a previous bid.

    Mobilisation

    Dependencies, milestones, acceptance points and escalation routes are visible.

    Performance

    KPIs, baselines, targets, reporting frequency and corrective action are credible and consistent.

    Risk

    Material risks have named owners, mitigations, triggers and contingencies.

    Social value

    Commitments are specific, resourced, measurable and additional where the question requires it.

    Internal consistency

    Technical, commercial, staffing and timetable statements agree across the whole submission.

    Word limits, file formats, attachments, signatures, declarations and portal fields are verified.

    Approval and receipt

    An authorised person approves the final version and the team retains submission confirmation.

“We have robust processes” is not a delivery method.

A review should turn vague confidence into inspectable detail. Ask for the named owner, sequence, timing, controls, evidence and measurable outcome. Never invent them: the response must use truthful source material that the business is authorised to submit.

A PRACTICAL REVIEW SEQUENCE

Separate quality review from final compliance.

01Prepare

Give the reviewer the exact question, weighting, scoring descriptors, specification extracts and response constraints.

02Challenge

Record each missing requirement, weak claim or delivery risk as a specific action with an owner and deadline.

03Resolve

Verify that accepted changes are implemented consistently across the response, pricing, timetable and evidence.

04Comply

Run a clean final check against the latest instructions, attachments, declarations and portal submission fields.

When should a tender response be reviewed?

Plan review time before the internal deadline. Review high-weighted answers while there is still time to make substantive changes, then run a separate final compliance check against the latest tender documents and amendments.

Should the author review their own response?

Authors should check accuracy, but a fresh reviewer is more likely to find assumptions, missing sub-questions and unsupported claims. Give the reviewer the question, scoring guidance and relevant specification—not only the draft answer.

Is tender review just proofreading?

No. Proofreading matters, but a response can be grammatically clean and still lose marks because it is incomplete, generic, unevidenced or inconsistent with the buyer’s requirements.

Can AI complete the final review?

AI can highlight gaps and unclear claims, but it cannot certify eligibility, verify private evidence or accept commercial and legal risk for the supplier. Accountable human approval remains essential.
